Some public-sector contracts for which Open is a holder require the production of commercial proposals following a strict formal framework, meeting specific requirements and SLAs. To meet these expectations while reducing repetitive workload, Open chose to collaborate with cobl (formerly Thinkeo) to accelerate the production of commercial proposals and thus ensure consistent, high-quality documentation.
Under the responsibility of Thierry Wawrzyniak, Engagement Executive at Open, within the governance unit for major public-sector contracts, the collaboration began with a clear objective: produce faster, with minimal manual effort, while preserving human expertise.

Today, we use cobl to generate the commercial proposals required as part of responses to public tenders. These proposals cover different scenarios across the AMOE lifecycle:
- design phases,
- full build phases,
- TMA activities.
